RTOs: More time to transition to current training packages and qualifications

The VRQA now has the authority to extend training package and qualification transition end dates beyond the standard 12-month period, where it deems appropriate. This power was given under an amendment to the Education and Training Reform Act 2006.

This means we can independently decide to extend training packages to bring Victorian dates into alignment with national dates set by the Australian Skills Quality Authority (ASQA). Some qualification transition end dates have already been extended:

It also means RTOs, licensing authorities, industry bodies and other relevant entities will be able to apply to us to have transition end dates extended. A formal application process is being established and will be available soon.

Applications for extension must not disadvantage learners. The VRQA continues to believe learners benefit from attaining the latest version of a training package or qualification.

VRQA-registered RTOs can continue to teach out beyond the transition end date as long as the learner was enrolled before the end date. RTOs must consider the circumstances of their learners, as well as their own preparedness, when deciding if they will offer a superseded qualification or transition to new one. We understand that some learners may find it advantageous to complete a superseded qualification.
