We have approved an amendment to the VCE to include the VCE Vocational Major, a new program of study within the VCE that will replace Intermediate and Senior VCAL from 2023.
We have also accredited the Victorian Pathways Certificate (VPC) as a foundation secondary course and qualification. This will replace Foundation VCAL from 2023.
This important work is part of the senior secondary schooling pathway reforms arising from the recommendations of the Review into vocational and applied learning pathways in senior secondary schooling (Firth review).
We will soon contact independent schools and non-school providers registered to deliver senior secondary courses to explain any changes to their registration.
The Catholic Education Commission of Victoria (CECV) will provide information to Catholic schools. The Department of Education and Training (DET) will provide information to government schools.
Automatic registration to deliver the VCE Vocational Major
Schools and providers that were registered to deliver Intermediate or Senior VCAL on 2 May 2022 are deemed registered to deliver the VCE from 2023, allowing them to deliver the VCE Vocational Major.
On 30 June 2022, the State Register will be updated to reflect these changes.
Automatic registration to deliver the VPC
Schools and providers that were registered to deliver Foundation VCAL on 2 May 2022 are deemed registered to deliver the VPC from 2023.
On 30 June 2022, the State Register will be updated to reflect these changes.
The minimum standards for registration to provide foundation secondary courses (the VPC) are the same as the minimum standards to provide senior secondary courses (the VCE and International Baccalaureate Diploma).

- VRQA Guidelines to the Minimum Standards for Non-school Senior Secondary and Foundation Secondary Providers, which will be available soon.

Applying for registration or authorisation
Schools and providers that are not deemed registered to deliver the VCE or VPC must apply to the VRQA to add it to the scope of their registration. Government and Catholic schools should contact DET and CECV who will manage applications to the VRQA on their behalf.
Applications for amendments to deliver additional qualifications in 2023 close 30 June 2022. For more information, see:
Schools and providers that currently only deliver the VCE do not need to apply to the VRQA for registration to deliver the VCE Vocational Major program. However, they will need to apply to the VCAA for authorisation to deliver that program in 2023.
Schools and providers that currently only deliver VCAL will need VCAA authorisation to deliver VCE studies outside the Vocational Major.
